If you're using Jass NewGen then you can set the raw-code when you create the unit. If you want to change it for an existing unit, then just copy+paste the unit and it will prompt you for the raw-code.
If you're not using NewGen, then I would imagine there is no easy way to do it.
The ID is pretty much the name of that object. Imagine of no human had a name, nor any way to identify them. You need to get a certain person's attention from a distance. Normally, you would shout their name. But there are no names. What are you going to do?
well it doesnt give me any error messages if i make two ability with the same id.

Well, that ability IDs must be unique (as in not repeated at all) for them to function correctly. I have no idea what will happen if you try them in game. It may crash. If not, triggered effects from one spell will be run when either spell is cast.
I'm on a page about incorrect corrections, and spent the better part of like two hours trying to get someone to understand that -5^2 = -25, not 25, and then that post had comments get reposted because that group is self sustaining, and that person was in turn trying to explain what I just explained to them.
