Well, the member Tinki3 has as custom tittle the "I'm blind not deaf" thing.
but on my PMs in the PMs he sent me his custom tittle says quot&I'm blind not deafquot&.

Any administrator can look at my PMs to confirm?

From your description sounds like the quotes are stripped.
It could be from javascript, formatted XML, and/or mySQL stripping quotes and semi-colons.

In same way some scripts must strip slashes in order to function, the removal of quotes and semi-colons may be done for the same reason. However, I'll put up a post in the vBulletin community and/or a trouble ticket to the vBulletin team.
