ATI Radeon VE problems

A friend of mine is having a problem with EQ and his video card, this is all being done via Email as he lives a couple hundred of miles from me near my son, here are his Specs:

Mother board model number FIC 1st mainboard SD11
CPU AMD Athlon T-bird 650
Video ATI Radeon VE 32 meg
Operating system windows ME

His problem...
Video card and drivers 'ATI Radeon VE 32 meg with the 7075 drivers the 7189 don't work with my card for some reason, locking up and crashing lots. I see through the floor and names flicker, I either see the icons on the desktop (just the little arrows in the corner), or I go straight to desktop, and sometimes when not in f10 mode it freezes with a diagonal line of color through the corner of the view screen. In luclin (new expansion for EverQuest) it is worse. Also I can see the trees and ground flicker in and out of existence, I actually have seen the earth through the floor playing in Luclin'

I have tried all of the drivers supplied by this link.. it leads to the ati site.. the newest drivers are the ones that end in 7189, however when I try to install them it says that the device I have is not supported for by these drivers which I find to be odd since they were supposedly made specifically for this style card and the are supposed to be absolutely standard for all radeon cards (ie.. the latest drivers if you do a search for any ati radeon card are those). I have found the 4075 drivers off this site and they kind of work but still have all the problems I was telling you about.. they are the most updated drivers I am able to install. I also tried 3 beta versions of the drivers and none of them improved the problem at all. as near as I can figure it there is a problem with the ati 7189 drivers.

I also did the 4 in 1 upgrade for the via 686a chipset which is on my motherboard. It did not help either. The bios flash is a little dated but there are no new ones available out.

I then suggested...
I suggested he try the older 7009 and that he may wish to play around with some of the unique options you can set on that card, here is a link to a page that talks about a few. Of particular
interest would be trying clicking and unclicking various options on the open GL tab. Here is a link to what I am talking about.

http://www.tweak3d.net/reviews/radeonve/4.shtml

See if changing the settings of some of these options will help you out , just remember to mark down the original setting so you can go back to them if necessary"

His response...well I tried the tweak with eh open GL, and that seemed to have no effect. The drivers 7009 drivers acted as if they would install but did not seem to install passed unzipping files. I tried them from both a standpoint of overwriting the 7075 drivers and removing all drivers (except basic vga 16 color) and then installing.. In the first case as I said it had no effect and did not recognize them.. in the latter case it recognized them but did not do anything with them (i.e. I was still using standard 16 color vga drivers, and there was no new ati folder). In either case the drivers did not fix the problems I am having in EQ.

Anyone have any other Ideas

That board uses an AMD 751 Northbridge. He probably just needs the updated AMD miniport driver for it. Disabling Super Bypass mode may also help.

There are no 650Mhz Slot A Thunderbirds either.

how would he go about getting the update for AMD miniport drivers.

As for the Super Bypass mode, is that diabled in the Bios?

The actual CPU chip is the following

AMD K7-650E T-bird Slot A

as opposed to the AMD athlon K-650 Slot A which is also available.
