I do believe he is asking how to make the team with 3 players, stronger than normal, so they have a chance on still winning VS 5 players in the other.
If so, add an upgrade on all heroes, then if someone leaves, increase the upgrade level of that upgrade you have put on all heroes, that for example, gives 50 hp, 1 dmg and 1 % attack speed.. (depends on the map l0l..)
OR, if im wrong, yes, just switch one player from the team that has 5 players, over to the team that has 3 players.

Do some math or whatnot to figure who should go where, then use Player - Set Alliance. While the moved players are not technically on the same team (I don't believe) you should be fine as long as you have player group variables tracking the teams you've made.
I'm on a page about incorrect corrections, and spent the better part of like two hours trying to get someone to understand that -5^2 = -25, not 25, and then that post had comments get reposted because that group is self sustaining, and that person was in turn trying to explain what I just explained to them. And I'm taking that as a victory
