How u guy make a Blizzard Storm?

Type: AOE target ground.

All unit inside will be slow and damage per seconds , also the ground will turn into ice terrain.

idk about REAL blizzard anamation.. but you would need a dummy casting blizzard which does dps. Youd also have a trigger that would be something like
Dummy Trigger
Every X seconds of the game
unit- order unit Your Unit to human archmage blizzard at point

Terrian/slow
A unit Casts an ability
ability ebing cast=blizzard(dummy)
If then else
If Terrian at point of ability being cast not equal to (ice) your terrian
then enviroment change terrrian type from X to Ice
Else
Do nothing (this ends the if then else the pick every unit occurs every time)

Pick every unit in range of spell and do actions
loop actions- set movement speed of picked unit to movement speed -X

(NOTE youll need another trigger to set the movement speed back to normal

i'd say, use some dummy spell for your hero and when it is casted create a dummy unit at the targeted position.
the dummy unit will get permanent immolation for the dps, and tornado slow aura for the slowing effect, give it a timed life to set the duration for your blizzard spell.

for the eye candy you can do various things, you might make your dummy cast the original blizzard skill, change the terraining with triggers, add a weather effect to the area, whatever you like.
