Brief me, please

So, after doing random crap for a year (Quite literally) I decided that I wanted to start working on a map/mod again. (Them creative urges!)
I considered starting up the WC3 WE since I have worked with it before, but I have a few questions.

1. How's the Galaxy Editor nowadays? Last I checked it was pretty bad.
2. My brother ran of with my WC3 discs for some asinine reason and now I can't revert my installation to version 1.21... Is that still needed to get the modded WE to work?
3. Do you think I can get it to work on a cracked .exe? I seem to remember that this was not possible.
4. Did anything important happen while I was gone? It has after all, been a year.

1. In SC2 it is more complicated, but can do more things.
2. It is not required AFAIK.
4. Idk, the return bug was removed? (Seriously, someone help me out here )
