Buff Problem

I have created a spell that grants a buff to the target. It costs 1 mana and my unit has a total of 25 mana, with no mana regeneration.

In other words my unit can cast the spell 25 times. However, the buff that my spell grants works only the first 24 times. The spell casts for the 25th time(consumes the mana), but the buff effect is not granted to the target.

Is this a bug? Does anyone know how to fix it?

What spell is it?

Its based off lightning shield.. though it grants a custom buff I created. And as I said, it works 24 times.. but not the 25th :S
