decrease attack damage

How do i decrease an units attack damage percently with an Ability?

Is it a passive ability or an activated buff/debuff sort of ability?

negative command aura (if you only want to affect 1 unit, set range to 1 and targets to self)
cripple
howl of terror
soul burn but that also has silencing effect

thats all i can think of atm

yeah about that negative command aura, i tryed to that but how do i make it negative? if i put a "-" in front of the attack damage it just replaces it to 0+...
