I was wondering if i could get a low view like in this picture.

Cameras. Or in the editor press ctrl and right-click and move mouse...i think. Can't remember. But thats how basically.

Confirmed, it is ctrl+right click to change the angle of attack in the WE and while your at it, if you want a sky just set a preset sky in Scenario>Map Preferences>Sky Display and then you can go to View>Sky to view it in your world editor such as the creator of that screenshot did

Or you can press "C" so the camera goes like in-game

And press V to get in-game view settings without the in-game camera angle.
