It affects where the text appears on the screen. For instance, if you want to mimic a Death Coil's "Must target enemy organic units" message, you could set x to, perhaps, 300, and y to -50. I've never messed around with those, though, so I'm unsure about the numbers.
However negative values don't seem to work from some reason...
You have to experiment in order to find the right coordinates for whatever you're trying.

Make a chat message event with actions that create these messages according to what you typed.
For example call DisplayTimedTextToPlayer(Player(0), S2R(GetEventPlayerChatString()), 0., 5., "test")
The maximum possible is around 10.0 if I'm not mistaking.
I'm on a page about incorrect corrections, and spent the better part of like two hours trying to get someone to understand that -5^2 = -25, not 25, and then that post had comments get reposted because that group is self sustaining, and that person was in turn trying to explain what I just explained to them. And I'm taking that as a victory
