Experience from Neutral Creeps

hi. does any one know why i stop gaining experience when my hero reaches level 5? only in neutral creeps. i don't gain xp anymore when i reach level 5. and how do you control the amount of experience given for every levels of neutral creeps. what exactly in game constant? thanks.
