Basic HTML. I suggest you to take a look here. It is a site with plenty of helpful stuff to learn HTML, CSS and all the other langs useful in constructing a website.

Or you could get Adobe/Macromedia Dreamweaver.

Yea. I think you should just create a portal for your site and add your affiliates there or you could always create a simple table on your SMF forum at the bottom or anywhere you want.
