Looking to start programming

After a long hiatus from programming, I recently saw and downloaded the homebrew files for Nuon. I have the Toshiba 2300. I'm looking for an overview of the workflow like applications used, PC or Mac, etc. Any help would be appreciated.

I have coded on Jaguar Alpine, Yaroze, Atari Falcon and I want to start on the Nuon.

Unfortunately, only the Samsung N50x series will run homebrew stuff.
