Let me give an example:
I make a post, asking for a favour, maybe "can someone help me trigger my spell".
Then another user gives me -rep, with the comment "No, I can't".
Is that allowed?
I know some of the admins get involved in clear cases of abuse, but it's important to remember that the system is skewed so that positive rep counts more than negative.
Why on earth would you want an email when somebody reps you?
Just check the user cp. If you auto-subscribe to threads, you'll also be able to see the threads you replied to there if they have any new replies.

I have my gmail page as my start page in by browser, so it would be very good to see if someone has reped (nice word ) me
I don't do email subscription because I get too much email.
Does rep really matter that much to you though?
How happy can you get over a daily email saying "Someone has repped you"?
I do know this - xenforo dropped the ball by not keeping the vbulletin reputation comments as a feature. The loss of the Reputation comments data when we switched to Xenforo really was the death knell for the site when it came to all the users that left. I know I missed it so much and I got way less interested in the site when that feature was gone and I run the site.
I'm on a page about incorrect corrections, and spent the better part of like two hours trying to get someone to understand that -5^2 = -25, not 25, and then that post had comments get reposted because that group is self sustaining, and that person was in turn trying to explain what I just explained to them. And I'm taking that as a victory
