It will say that you have to spread some first, and that means you have to give/take rep from 10(I think) other people first.
It's so you can't spam rep to one person all the time.

Also you can only give/take an amount of rep each day. This is also to stop people from spamming rep.

Seriously just because you have higher than 75 rep and you are not a Special Member that does not mean you are rude, a spammer, or whatever, I mean it might mean that but it might not - the SM system is an ever changing and evolving thing and basically nobody is guaranteed anything.

Heh, that is a smart thought, though it's not true about me.The reason is that all questions do not come to my thought at once (even if I try) and that my needs for answer are differnt each day...

I liked it when people would be like "OMG! I got a new fourm and a custom title. I didn't know there were such things as SMs!"

When I got SM I didn't know where the forum was, I just went into the WE Help Zone and went to the bottom, didn't find anything so I was confuesed.

Well, we've got tonnes of SMs now, and the forum was just getting over crowded with them , it's just so that they don't get SMs every week really (or to cut down on the rate that people become SMs).

Geee lol we have around 65 SM and around 20 admin/mods.
