Sending Data Through Internet

I'm guessing this is the best place to ask this.

I want to basically make a program (Any Language) so when I run it, it acts as, say, a server. Then, if another computer ran another program (Or same one?), and generated a random number, it would automatically send that number to the server. Then the server could send it to any other computers as well.

That would be a large step in my knowledge, if I learned how to do this.

From the security and potential misuse aside, your description is not very clear.
