Terraining Height Problem

How do you make cliffs like this?

I thought it must be done with the Height tool but when i go to change the height the cliff changes to look like this:

Why is that and how to i make cliffs like the first picture

Dl this and make a folder in your war3 folder called UI and put it in there
then use the height tool and it will make a pointy terrain then use plataue tool and click and drag and there you go!
