unit starts the effect of an ability

lets say I have a warlock and he casts firebolt on a sheep,
if I use unit - starts the effect of an ability event. when will the trigger start?
when the sheep is burned? when the is moving? And the unit starting the effect, is that the warlock or the sheep?

The casting unit or triggering unit would be the Warlock. Target unit of ability being cast would be the sheep. The trigger will start when the ability is cast. Meaning when the mana cost is used and the cooldown kicks in.

There's no event by default. You can download a damage detection system for your map and then check for the firebolt's debuff on the damage event. Remember to remove the buff or the event will also happen from other sources of damage while the buff is active.
