IIRC, you can still be +/- repped while your is disabled, the only thing is that people can't see any bars or so for you....

I am just wondering... A member that has 100 over rep can have custom title, even its reputation is disabled afterwards.

What if a member that has less than 100 rep and his reputation is disabled? Will also get the same thing as a 100 rep member gets?

Only an admin can disable his rep. End of story.
