I believe what the Blizzvault has to offer that other sites don't is a wide range of modding support among all Blizzard games. While the Hive does this too, it doesn't support Diablo or Starcraft, and posts very little on the latest Starcraft 2 info. It has Map Reviewers which encourage people to improve upon what they already have. Also, the site is dedicated only on helping people develop their maps or helping them with a world editor related problem. This means little off-topic or discussion forums are present which in turn draws more attention to the people pleading for help or reviews.
That's the best I can think of, it is a nice site though so check it out.
I'm on a page about incorrect corrections, and spent the better part of like two hours trying to get someone to understand that -5^2 = -25, not 25, and then that post had comments get reposted because that group is self sustaining, and that person was in turn trying to explain what I just explained to them. And I'm taking that as a victory
