where you change the loading screen map description etc..
theres a optons tab, the option you want to change is water tinting.

Er one way to change the tinting of the water, you go to Scenario > Map Options and look for "Use Tinting Water Color". Hit "Select Color" and then choose a color you want.

And then for triggered changing in GUI, you can go to Environment > Set Water Color or Water Tint or something like that.
