I never said that you totally needed it or that it was useful, it's to customize your World Editor like you want it to be.
It's useless but I'm pretty sure that people will use this, it's quite simple and gives nice results.

If you don't work on only one map at the same time yes.
But the others things that can fit in all map can be useful.

Yea I must admit it's useless but, it can make you enjoy your editor, and change the parts you don't like to what you'd like it to be

Its a pretty basic tutorial. Just looking at the files in the MPQ will tell you this very quickly. What people should do is create a tutorial on Misc Data. If you actually look what's in Misc Data, you will know how to change the colour of blizzard's text tag abilities, the default fog, default camera, and other stuff like that.

Question: I need to change name of night elfs to Naga Alliance in the lobby(i mean before the game starts in warcraft 3, u see player names than their race). Is it possible to change their race?

EDit: Unfortunatly, no.

Is does change the editor of it owner but to be like you want, it would need to change people's warcraft which is not playable, if they want to play sereval games.
