How to edit the build menu submenu card?

I think I'm missing something here, but I can't seem to edit which units are able to be built or even their costs for that matter.

Data > Units > Probe

I can see all of the units it can build, but there's nowhere I can find to re-order them, change the costs, remove them from being built, etc.
