Why the "Spread the reps around more" messages?

It's getting on my nerves that I can't figure out how many times I need to spread my reps around until I can +rep a person who I would like to +rep him for.

Is it 10 times to a different person? Or a random based number from 10 to 15?

There once was a time I need to rep other people 14 times before I could finally rep a guy that helped me out twice in a row.

if you are asking why, its because people dont want you repping one person repetitively until they amass serious reppage.

And as far as i know, ive repped a person, waited a few days/weeks, dont remember, then repped him again in succession. I could be wrong but it might also be on a time limit.
