A Friend needs a logo designed

Hey guys, I just happen to have a friend who's starting a business. Right now he's trying to get a logo designed, and is paying $200.00 for the rights to the logo. Here's the proposal:

Nice . I might take a shot at this for fun, even if I'm probably not eligible for the money lol . Do we submit entries here or there though?

Alright Question. I'm submitting a design under the legality of my parents (because I'm not 18) but while submitting I found this checklist:

* I've read the full design brief for the contest.
* I've had a look at the other entries and the discussion.
* I've read the feedback on any of my previous entries.
* I've read and agree with the designer guidelines of 99designs.com

...now I haven't been able to do points 2 and 3. Can anyone tell me how to look at the other entries? :S
