simple.
it has thousands of different names stored in it's database
whenever you post an answer, it filters all the names matching your answer

lemme give you an example:

Q: Male?
A: Yes.
Q: Real?
A: No.
Q: Famous from TV series?
A: Yes.
Q: Plays in a cartoon?
A: Yes.
Q: Younger than 20?
A: Yes.
Q: Wears a hat?
A: Yes.
Q: Lives with both parents?
A: No.

The only person he got wrong was the main character from sekirei, Minato

It got really close with when they picked sing of kung fu hustle, i was thinking of the steel leg from shaolin soccer.

I tried Grigori Rasputin.

It got Leon Trorsky first, but that's inaccurate since he did rule Russia at a point, though briefly.

Second, it got Mikhail Bakunin.

Third it got Rasputin.
