What you would do if someone you know was
in drugs or abused alcohol.

Help them out? Not everyone will be addicted to it, and it's not the government's right or job to prevent us from doing things like this. Just because it's possible to get addicted, doesn't mean everyone will. Just like everything, such as driving a car, there will be the small small few that will abuse it, such as driving faster than they're supposed to.

You can't do something because of a small amount of people that do it irresponsibly.
