Because the Executive Branch doesn't deal with making or abolishing laws. All the President really does is approve or disprove legislation.

The popular vote does count. The popular vote dictates the electoral vote but the electoral vote ensures a more balanced representation for less densely populated regions.

It would decrease criminal activity by a lot and would probably help the economy and a high tax could be placed on it. But there would have to be regulations on age, ability to sell, legal limits, ect, and then there would also be a lot of adverse affects that I don't think I need to really expound on.
