Depending on your phone, you should be able to connect it to your PC (the appropriate cable should have come with the phone) and either (a) simply drag and drop the file into the appropriate area by navigating through the phone's file system in Windows Explorer, or (b) using the software that comes with your phone to import the file onto your phone from the PC.

I've always found the first option to be alot more convenient, although it may not work with some phones
