Actually, it is possible to stun the unit without a ability. Maybe no way of adding the buff but you could set the units MoveSpeed to 0 until the timer expires and add a event for every 0.03 seconds of the game and ordering the unit to stop.

It'll be a pain to make it into JASS from vJASS and Joker[Div] seems to be afk and have abandoned this.

Incorrect.

This should attach the timer to the unit and have the stun last the correct duration, instead of having a delta. Graveyarded, at least until it does.
